Clause 6.4.1 of IEEE 1547-2018 explains how its ranges of allowable settings are to be read: within every clearing-time range and within the overvoltage ranges the lower bound may never be undercut while the upper bound may be exceeded, whereas within the undervoltage ranges it is the upper bound that may never be exceeded; a setting beyond a range is tolerated solely to protect equipment and may not conflict with the ride-through requirements of clause 6.4.2.
