Clause 11.3 of IEEE 1547.2-2023 explains why passing a type test does not prove an installation: a DER's power quality contribution depends on the grid it is connected to, so the design evaluation, modeling, measurements at commissioning or in service, or monitoring can each trigger field power quality tests; and an unintentional islanding method other than the balanced load test calls for field hardware together with a design evaluation and a commissioning test.
